Chapter 3. Section 3-19 - section 3-22
Regulations relating to restrictions on the manufacture, import, export, sale and use of chemicals and other products hazardous to health and the environment (Product Control Regulations). This is an unofficial translation of the Norwegian regulation.
Section 3-19. Electrical and electronic equipment (EEE) – labelling and information
Manufacturers shall label EEE that is made available for sale after 13 August 2005. The labelling shall comply with the stipulations laid out in Appendix V to this chapter, point 4.
Manufacturers shall ensure that information is given on the re-use and treatment/dismantling of every type of new EEE that is placed on the market after 1 July 2006. The information shall provide a description of the components that are to be recovered in accordance with chapter 1, Waste electrical and electronic equipment, of Regulations no. 930 of 1 June 2004 relating to the recycling of waste (the Waste Regulations).

Section 3-20. Volatile organic compounds (VOCs) in paints and varnishes – scope and definitions
The provisions in sections 3-20 to 3-22 apply to the paints and varnishes indicated in subsection 1 of Appendix VI to this chapter.
For the purposes of sections 3-20 to 3-22 and of Appendix VI, the following definitions apply:
a) Volatile organic compound (VOC) means any volatile organic compound having an initial boiling point less than or equal to 250°C measured at a standard pressure of 101.3 kPa;
b) VOC content means the mass of volatile organic compounds, expressed in grams/litre (g/l), in the formulation of the product in its ready to use condition. The mass of volatile organic compounds in a given product which reacts chemically during drying to form part of the coating shall not be considered part of the VOC content of the product;
c) Organic solvent means any VOC which is used alone or in combination with other agents for dissolution or dilution purposes, or is used as a cleaning agent, or as a dispersion medium, or as a viscosity adjuster, or as a surface tension adjuster, or as a plasticiser, or as a preservative;
d) Coating means any preparation, including preparations containing organic solvents necessary for its proper application, which is used to provide a film with decorative, protective or other functional effects on a surface;
e) Film means a continuous layer resulting from the application of one or more coats to a substrate;
f) Coat means layer or stratum.

Section 3-21. Volatile organic compounds (VOCs) in paints and varnishes – requirements on content of VOCs, labelling, etc.
The manufacture, import, export and sale of paints and varnishes that are listed in subsection 1 of Appendix VI is prohibited if the VOC content is higher than that indicated in subsection 2 of Appendix VI. The prohibition shall apply from the dates that are specified in the Appendix. The analysis methods indicated in subsection 3 of Appendix VI shall be used to establish compliance with the limit values.
The prohibition does not apply to paints and varnishes used solely for industrial purposes that are covered by chapter 9 of Regulations no. 931 of 1 June 2004 relating to limitation of pollution, cf. Council Directive 1999/13/EC.
The prohibition does not apply to the manufacture of paints and varnishes for the purposes of restoration and maintenance of buildings and vintage vehicles designated as being of particular historical and cultural value. Climate and Pollution Agency or the agency authorised by the Ministry of the Environment may grant individual licences for the sale of limited quantities of such paints and varnishes for use on specified cultural relics.
For paints and varnishes mentioned in subsection 1 of Appendix VI, the packaging shall, in addition to the regulatory labelling indicating health, environmental, fire and explosion hazards, bear, in lettering that is indelible and easily legible, words in Norwegian that provide information on
(a) the subcategory of the product and the relevant VOC limit values in g/l as referred to in subsection 2 of Appendix VI;
(b) the maximum content of VOC in g/l of the product in a ready to use condition.

Section 3-22. Volatile organic compounds (VOCs) in paints and varnishes – transitional provisions
Any paint or varnish produced before the limit values in subsection 2 of Appendix VI enter into force may be placed on the market for a period of 12 months following the dates on which the limit values for the particular paint or varnish enter into force, even if the particular paint or varnish does not meet the limit values or the requirement on labelling.

Section 3-24. Tyres and tyre treads for motor vehicles
The manufacture, import, export and sale of tyres for motor vehicles containing extender oils exceeding the limit values indicated in section 2-14, subsection four, is prohibited from 1 January 2010. The prohibition also applies to rubber for the retreading of such tyres.
The prohibition does not apply to retreaded tyres where the tyre treads are within the limit values in subsection one, and tyres for retreading.
