The Product Register

The Product Register in The Climate and Pollution Agency (Klif) is the central register for chemical products in Norway. The information in the register gives the Norwegian government a good overview of the use of hazardous substances in Norway. The information is used in connection with health, environmental and safety issues.

Founding and purpose of the Product Register

The Product Control Act, The Working Environment Act and The Fire Prevention Act are basis for the Regulations relating to classification on labelling etc. of dangerous chemicals. §21 state the need to declare products to the Product Register. In addition, The Declaration and labelling of microbiological products sets rules for declarations to the Product Register.

The use of the data in the Product Register

There are about 25 000 products registered in the Product Register. The number increases about 500 products pro year. The information from the Product Register is used as follows:

  • The Governments control (inspections) of product labelling and chemical documentation.
  • Risk analysis of chemical substances or product types.
  • Statistics for the National Authorities, as well as supervision of chemical substances on the Norwegian market.
  • Basis for advice and guidance in emergency poisoning given by the Poison Control.

The Product Register in first and foremost a service institution for the following governmental institutions:

  • Norwegian Labour Inspection Authority
  • Climate and Pollution Agency
  • Directorate for Health and Social Affairs (Poison Information Centre)
  • National Institution of Occupational Health
  • The Norwegian Institute of Public Health
  • Petroleum Safety Authority Norway
  • Statistics Norway
  • Directorate for Civil Protection and Emergency Planning

Declaration of products

Information should be submitted for all dangerous chemicals. The information shall cover the composition of the product, where the product is used, what kind of product etc (See declaration form for complete information requirements)

Receipt and declaration number

When a product is satisfactory declared, The Product Register sends out a receipt and a declaration number. A receipt is not an approval of the product. The declaration number is uniquely associated with one single company and one single product. This number can be used on the safety data sheet. Products with a declaration number give an extra security for the users of the product. This is because all necessary information about the product will be available for e.g. health workers or rescuers on demand. This can give the product an advantage in the marked.

Protection of the data in the Product Register

The Ministry of the Environment provides specific security requirements for the Product Register. The Ministry of the Environment has appointed a board (Security Board) to supervise that the security requirements are met.

The Product Register has security authorisation from the Norwegian NSA (National Security Agency).

There are also product registers in Sweden, Denmark and Finland. The Nordic product registers are not related to each other, but the employees meets on a regular basis to discuss and exchange experiences.
