Dear Sir
The Norwegian Pollution Control Authority refer to your application of 30th September 2002 on dumping 350 MT of decomposed mink fodder and to our permit of 3th October 2002 on dumping location in Norwegian waters 20 nm south off Torungen lighthouse. We also refer to your fax of 6th of October 2002 describing the loading of cargo from MV Anntoro onto a split barge.
Due to the safety of the personnel the MV Anntoro had to anchor in a safe place where it is also possible to safely discharge the cargo from the hold of MV Anntoro to a split barge. The Norwegian Pollution Control Authority has viewed the inconvenience that the smell from the cargo will cause the local inhabitants in the Homborsund area in relation to the necessity of handling the cargo as soon and safely as possible. The Norwegian Pollution Control Authority therefore in pursuant to the Norwegian Pollution Control Act section 11 cf. section 16 permits the unloading as described in your fax of 6th of October 2002 and accept the ships current position N 580 15' 03'' E 080 29'08'' near Homborsund as a location where loading may take place. It is a prerequisite that all possible measures should be taken to avoid pollution in the dumping situation. It is also a prerequisite to have an emergency plan for a cleanup operation if things should go wrong. The proprietor of the permit is liable for handling all possible negative environmental consequences the operation may induce. You must notify the local inhabitants of the operation and if necessary amending initiatives must be made to alleviate the inconvenience of the smell.
You have the possibility to complain to the Norwegian Ministry of Environment within 3 weeks after receiving this letter. The letter of complaint with arguments should be sent to the Norwegian Pollution Control Authority.
